The Cagayan Valley Programme on Environment and Development (CVPED) is a joint research and education programme of the Isabela State University (ISU), the Philippines, and Leiden University (UL), the Netherlands.

Officially established in June 05, 1989, CVPED emerged out of a felt need to identify and investigate the underlying causes of environmental problems in the Cagayan Valley region.

In the past fifteen years, CVPED has become the leading interdisciplinary research and education center on the environmental problems of the Cagayan Valley.

CVPED currently holds office at the Environmental Information Center (EIC), Isabela State University (ISU) Garita Campus in Cabagan, Isabela, Philippines.
