Organizational Structure


Both universities (Isabela State University and Leiden University) are responsible for the management of the Program.

For general affairs, long-term strategies and crucial decisions the Technical Advisory Teams (TAT) are responsible. The CFEM-TAT is chaired by the Dean of CFEM, Dr. Edmundo Gumpal, and consists of the CFEM Research Coordinator, Prof. Oscar Cardenas and the Chairman of the Graduate Program, Prof. Marino Romero. In the Netherlands, the Head of the Asia Program of CML, Dr. Denyse Snelder, chairs the CML-TAT.

In addition to these formal structures, CVPED has an Advisory Committee of regional scope, which primary function is to ensure local support and feedback. The ISU President, Dr. Romeo R. Quilang, chairs the committee, consisting of:

  • The Regional Executive Director of the Department of Environment and Natural Resources (DENR), For. Antonio G. Principe;
  • The Regional Executive Director of the Department of Agriculture (DA), Dr. Gumersindo Lasam;
  • The Regional Executive Director of the National Economic and Development Authority (NEDA), Dr. Milagros Rimando;
  • The Regional Executive Director of the National Commission on Indigenous Peoples, Mr. Satur Bugnay;
  • The Project Director of Plan Philippines Region 02, Mr. Diosdado Wanya; and
  • The ISU-Cabagan campus Executive Director, Prof. Richard Ramirez.

The two CVPED program coordinators, Andres B. Masipiqueña and Jan van der Ploeg, are responsible for the daily management of CVPED. The two coordinators also teach in CFEM and the ISU Cabagan graduate school. Three full-time regular staff members are currently working in CVPED:

• Executive Secretary (Ms. Joylin Gumarang);
• Research assistant (Mr. Arnold Macadangdang); and
• Utility man (Mr. Processo Tarun).

In addition to this core staff CVPED employs a number of research assistants and local interpreters to assist and guide the students and researchers in the field.
